I think the first question is, what did you change, in that time? Did you change the name of the Anonymous group? That could account for unregistered users being told they have accounts already; the code checks to see if you are in that group, as opposed to checking if you have no UID. (Yes, that's wrong, but it's legacy code.) Did you give registered users the make_new_accounts permission (in the groups admin tool)?
