In the guts of scoop, a section is a row in a database table  
containing the info you enter in the Sections admin tool (the section  
id, name, etc), and a field attached to each story holding the ID of  
the section it's in (which points to the section info, but that  
doesn't matter to you). So what this means from the user side is that  
a section is a just collection of stories.

Creating a section with the ID "headlines" would make the url / 
section/headlines exist, as an index of any stories you put in that  
section in the future. When you make a section, you should set the  
permissions for it for each Group, which determine if a user in  
whatever group can post stories and read stories in that section, and  
post comments and read comments in stories in that section. The  
permissions are:

Allow: For post stories, this lets the user submit stories to that  
section, and either puts them in voting (for regular users) or  
accepts whatever posting option the user chooses (front page, section  
only, etc) via the posting form for users who are allowed to do that.  
For the rest of the options, this just allows them to do whatever  
option you set it for.

Hide: Removes the section from the "section" selector in the posting  
form, prevents posting to it, and generally makes scoop act like that  
section doesn't exist for that group. Same with the other options.

Deny: Allows the user to see that the section is there, but doesn't  
let them use it. Not an overly useful choice, really.

Auto-post front page, Auto-post section: For posting only, these will  
bypass voting (or the manual choice of privileged users) and send the  
story directly onto either the section page (section only) or the  
section and front page (front page).

If your Headlines section doesn't appear in the sections drop-down  
when you post, I would guess you haven't set the permissions for it  
for your group to either "Allow" or one of the auto-post choices.  
Check the sections admin page again, click on that section in the  
list, and double-check the permission fields.
