If you go to the sections admin tool, you'll see a grid of section  
permissions.

You can set the users group section posting permission to one of the  
auto-post options; this will let registered users post to either the  
front page or the section automatically (they don't get the choice,  
you choose in the permissions here). When you think the site is ready  
for a voting queue, set the section posting permissions back to 'Allow'.

Note that this must be done for each section individually!
