Hi Dan,

I just took a look at the code, and it looks like it'll take a very  
small code change to restrict posting in the queue to editorial  
comments only. This really should be an option.

But first, you should be able to post editorial comments to stories  
in the queue.
  * First, check the site control use_editorial_comments - it should  
be turned on.
  * Second, check the site control editorial_comment_default - that  
will determine if top-level comments posted to a story in the queue  
are editorial or topical (unless the user changes it)
  * Third, check the groups admin tool and check the different groups  
you want to be able to post editorial comments (should be anybody  
with the 'moderate' perm) has the perm named editorial_comments.

Once those are set correctly, try to post a comment to a story in the  
queue - just above the comment post form, there should be a selectbox  
where you can choose editorial or topical.
