Hi Guarav,
Like many things in Scoop, that is configurable using either the
"Site Controls" or "User Preferences" admin tool. For the number of
stories displayed on the front page, since this is something that
users can choose to change, you want the user preference called
"maxstories". If you change the default value to 15, then anybody not
logged in or who hasn't chosen a different number of stories in their
user preferences will see 15 stories on the front page.
