Commenting is speech, rating is critical reading. I can read critically and evaluate a comment without ever speaking myself, and likewise I can speak without ever rating a comment. And another point, why shouldn't people be required to rate X comments before they can post? It's the exact same argument (commenting and comment rating are inherently tied to each other), but no one ever seems to make it. IMO, restrictions on rating are exactly what the problem is in the first place, and the connection between commenting and rating privileges is the major flaw in the mojo system as it is now. I think a better approach would be to divorce commenting from rating entirely, and give full rating privileges to everyone. The fact that I have to step in and reverse ratings on K5 means the system as it is is flawed. And I think the flaw is that the people who notice abuse are unable to effectively counter it themselves.
